1. I'm pretty sure it's the same price everywhere. It's the world price, not the U.S. price
2. the answer is in the exchange rate.. gold is fixed.. the currencies change in value. if the dollar drops 1% then its corresponding purchasing power against gold goes up. whatever that unit of currency is doing in dubai,, same answer.
